English Councils Intend to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a latest poll of municipal councils, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for major urban areas in England reported that six out of ten of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for selling public land and open spaces to support their budgets, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

The group said that a significant number of councils attempting to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would focus on service redesigns and using financial reserves to weather increasing financial challenges.”

Specific Cases of Proposed Sales

Medway Council in Kent announced its property management strategy featured the sale of a retail complex in Rainham and a social club in Rochester to raise £20m over five years.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for Medway council, will additionally be sold under the plan.

Council Tax Increases and Broader Fiscal Strains

This research of local authorities in the key cities group, which covers several urban centers, further found that over seven in ten of councils will need to increase local levies next April to address the rising cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but some of these take time to deliver both improved services and financial savings,” stated Vince Maple.

He continued: “There are population challenges which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Forecasts

A survey of county councils this week also found local finances being strained by the growing number of young people and adults requiring special educational assistance.

A network of councils projected that council deficits will reach £4.4bn a year by 2029, as they grapple to manage increased demand.

Ministers have put off planned reforms to the Send system until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Shortfalls

Based on the latest deprivation measures (IMD) for English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” said the study.

“Although only a single urban area is among the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the most deprived fifth of the nation. The data underscores the extent of difficulties confronting municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and demand,” stated Michael Mordey.

“Without this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the study revealed.
